Several reasons, a lot of them petty. He hates a man more powerful than him, especially one that he sees as a safety net that prevents humanity's progress. Doesn't help that despite all of Luthor's achievements, people will remember Superman over him, and adore the alien over one of their own. There's also a bit of a challenge, where Lex just wants to piss off a worthy opponent

Lex seems to think that humans can solve their own problems, and that Superman is a crutch keeping them from reaching their full potential. Being that everyone in comics is a goddamn moron though, he's probably wrong.

But, no, our Man of Steel protects us, with no strings attached. The people? Hmph. They practically worship him anyway. Enjoy your reign while you may, Superman. For surely as night follows day, there comes a time when even gods must die.

This makes a lot of sense. He knows that no matter what he does to help humanity through endless hours of toil and work that Superman can lazily save a few kids from a car wreck and will get far more recognition. Lex created tens of thousands of jobs and advanced quality of life for millions but no one will celebrate him like they do Superman.
