I was kind of hoping they'd at least reference Sword of the Atom and leave Ray and Nora in a village of lilliputians, but the implication is that they don't even get that much dignity.

I'm sure that they still have plans for Ryan, but one of of the main reasons why they're getting rid of Routh is due to how expensive the Atom suit and powers is, so they won't keep it around just with a cheaper actor.

Well he's right in that the Arrowverse shows help garner attention for streaming deals with places like Netflix. A bulk of their ratings are made in streaming and DVR views. CW is going to shop shows individually now though and not re upping with Netflix.
The biggest factor for a lot of these shows though is if they can reach episode 100 which is ideal for syndication. Cape shit is probably super easy to do that with especially since big shows like Supernatural are done. Sometimes they'll throw a bone to a show that's close like Nikita with Maggie Q and give it an extra season or two just to reach those numbers or episodes and make it ideal for syndication and streaming
