Definitely not a biological difference since if anything girls in America are starting puberty a lot younger these days compared to like a century or even decades before.
I'd say it's probably just a combo of creators these days being familiar with the internet and Rule 34 and not wanting to make things too easy for artists (yeah porn will get drawn either way, but maybe there'll be less blatant perving over a character if they're canonically more or less flat) + just wanting an obvious way to show that the character still isn't an adult yet. Some comics or shows that do the flat chest thing for teens still have adult women with figures, so it's like an easy way of differentiating age ranges. Not exactly a taboo but a self-imposed thing on the creators' parts.

The assumption is that by not sexualizing young girls, some how young men will miss it and not pressure young girls for sex. Or it will help prevent the normalization of young girls as sexy and older men will ignore them.
Which is all nonsense because men of all ages instinctively look for developed women. They will find big tits on a 11 year old hot or not, regardless of what is in media.
By not having it in media, it just makes the first few girls in class that get tits, buts, periods, etc feel weird and alien and at odds with their own body.
