Star Platinum could stop time all along, Jotaro just never knew that. He didn't have any reason to randomly try stopping time. Dio only knew because he spent time testing out what his stand could do and notice the tiny amount of stopped time he could do at first. But Stands that can stop time can see things that move during stopped time. That's how Jotaro figured out he could do it too.

For every time someone posts a panel of Warmachine taking 10 nuclear bombs to the face and just shrugging it off like a badass when the smoke clears, someone else can post a panel where some street-level villain hits warmachine in the back of the head with a stick and knocks warmachine the fuck out even though he is wearing power armor.
The sad fact is that for capeshit characters, feats don't actually fucking mean anything because anything cool they ever did might as well be a one-time miracle they could never do again *and which might even have taken place in a dream* as far as current canon is concerned.
