I apologize for giving that quote out of context as I just was reading that passage like five minutes ago, but it really doesn't imply at all that individuality is bad. It's more that the lack of an identity causes people to seek refuge in modern values which mostly dictate that all are equal and individualism is for everyone, which is actually ironically anti-individualistic itself as it destroys the environment for optimal cultivation of a motivated and truly unique individual. I believe it follows that someone with a major identity crisis might seek to end the "conflict" within by ending the conflict on the outside, vehemently seeking repression of all other forms of identity he sees and mixing whatever he can, sort of like the OP's picture.
I don't necessarily agree with everything Nietzsche says but I think he raises an interesting point there. Emotional and angry opposition, as well as strawmanning of his opinions only make me take him more seriously.
