If the writers and director change a scene from the storyboard version of their own choice, it's not censorship. It would only be censorship if some third party, like from BSP comes in and tells them to change it or cut it. And that actually did happen once in series where they cut Colt getting impaled and kissed in the broadcast version.

Literally on any cartoon that faced this kind of problem, the people behind the show referred to it as censorship. It might not be totally correct by some minor technicality, but it's still the same damn thing. It wasn't "supposed" to be in the episode. It was a possible scene that was in the story reel. Bad Batch was still being developed even though it had reached a storyboard stage. At any point in time, had the shown not been cancelled, they could have made the very same decision to remove the scene back then.
