Harley was a pretty early if not the first clearly abused and traumatized woman in a relationship in a kids cartoon. I can't really recall another example with strong signs of physical abuse, yelling, gas lighting and stockholm syndrome. The original BTAS episodes can be hard to watch if you know what you're looking at.
So first off, women like this character as a realistic representation of spousal abuse.

They appealed to everyone at once that's how. Being 'empowered' enough to break from the joker sucks in the sjws and whiteknights. Her trashy design appeals to hetro and gay horndogs. Being portrayed as a wacky 'hero' has morons pushing her as a role model and appeals to deadpool fans. She's become a Frankenstein creature of marketing that barely resembles who she once was and more popular for it.
The one aimed at young adults was good even if the villian reveal was predictable as hell.

I mean, the first Harley Quinn design was created to just be a henchman that pops out of a cake, so it had to be a woman. She was designed more for ease of animation than for fapbait. She had the same body porportions as every other female on that show after all.
They made Joker a Chad in that story. It was weird.

She was kooky and most women are pretty fucking kooky so they gravitated to her immediately. And women, well, they're obsessed with reform, so the character becomes duller and duller as the years go by and all the "toxic" elements that made her interesting need to be excised. She'll become a full blown girl scoutish lesbo hero by the end of it.
Would the Harley Quinn movie have been more successful if she kept the slut look? I feel like women really sat out the movie more than the studio were expecting and honestly I don't think women at large wanted an empowerment movie. So you take her original characterization of smart, but subordinate to Joker out of love.
So smart that she's actually capable of getting Batman completely trapped until Joker lets him free.
Then you take the ever present way out of her current relationship that is Ivy.
Next is the Arkham games that dialed up her sex appeal and her apparent danger even when separated from Joker.
She's gaining traction all on her own now, not just as Joker's sidekick.
Her relationship with Joker has always been abusive, if just the comical way you expect of villains, but that's enough to work with.
So come New 52, they start to divorce her completely from Joker and make her an example of a woman who escaped from a toxic relationship. Even now she's still attracted to him, but she knows it's a bad idea to act on that anymore.

If you look at her outfits being fapbait because Joker objectifies her, then her becoming independent and "empowered" becomes her logical conclusion. Personally I'm fine with Harley without Joker, but I do feel like the character needs SOMEONE to latch on to. it really depends. Mad Love could have been longer. Both the book and the episode. She was groomed by the joker. Everything started out simple and fun. He would use sad sob stories to get her sympathy. He introduced crime slowly. Small silly thefts. Then bigger thefts. Early on they would just knock people out. It would be later before she started to see him kill people and then she was in too deep.
A slow burn series on him really breaking and ruining her would be good. Young people, men and women, need to see how someone can be groomed.
But we won't get it this climate. You would have to admit she is flawed and has a blind spot in her assessment of others and that doesn't fit in with STRONK woman current harley. Just look up the HQ show harley. They removed all the tragedy in the character made her some girl thats just always been a crazy asshole that kills people.
