It's just that New52 was finally breaking the trend of "Mongul Jr is Mongul in everything but name" and making Mongul like a fusion between Mongul and Mongul Jr and making Mongul Jr (in this case Jochi for a change) into just a neutral chaotic monster.

I've typed Mongul so many times now it's fucking my head up.
They gravitate towards each other as the staple enemies of the World's Finest. Plus Joker finds Lex a parallel foil to Batman, because they are both agents of Order, like he is an agent of Chaos. Lex is an excellent straight man.
For his part, Lex finds the Joker both dangerous and useful, and I suspect oddly alluring since he is clearly insane, but at the same time a logistics and strategic genius who has absolutely no fear.
I guess you could say they view each other with a sort of mutual respect between apex predators that hunt different prey. On the other hand, the Joker would be pretty upset if Lex went gunning for Batman, while I suspect Lex would not care at all if the Joker found a way to mess with Superman.

Mongul was literally always a 2 dimensional generic warlord that was completelly pointless due to Darkseid and Despero, at least this backstory give him a reason to be like that, literally raised into a culture of warmonger aliens that do nothing but war.

He wanted power and Superman was his way to gain it, he used Superman because at the time he was the only that could defeat Martian Manhunter in a fight.

A warlord Culture is way more unique and interesting than literally nothing more than a space villain who is a space villain because he's evil.
There was literally nothing more to explore about Mongul, there was no character development to be had, he was a complete sociopath as shown by "for the man who had everything" and no reason for that. With this background you can explore several things about Mongul and even develop his character since his reasons reasons to be an warlord are due to his culture rather than his personal feelings.
