BoJack was able to demonstrate the ability to change, but he wasn't honest either about the crimes he knew he'd committed or about the extent to which he was still clinging to old behavior, and it was only when control was taken away from him entirely by prison that he truly demonstrated that his desire to change was genuine

At first I thought that whole narrative was some sort of joke but after one two many skits of them just talking about how evil the world is like the whale guy who made murder legal that is when the political agenda became super clear.
