On the basis of it being against the law to price gouge "essentials" in times of emergency. Some guy in TN already tried doing this with hand sanitizer and is now facing jailtime(and trying to avoid said jailtime by donating all of the supplies he tried to gouge), so this guy will probably face the same fate

If you have a family of 4, that's 224 rolls a week. Over 6,720 a month. TP rolls will be worth their weight in gold in a few months, because everyone needs it.
