But he did win. He died in what was the greatest war ever seen.
Because he took advantage of Ui's trust in him, and relied on him when he required to set his plans in motion. Having caught Ui in a state of false trust, Furuta ultimately made use of the Special Class, going as far as to promote him to the spot of the Bureau Director Adviser while deceiving him with the hopes of reviving Hairu from the dead.
After the Dragoneki s born, Ui began to realize that Furuta was merely toying with him to further his own plans. And during their confrontation in the cave, he gave Ui an apology for causing him all that trouble. It was one of the few scenes where Furura actually didn't put on an act and was genuinely showing empathy.
