Honoka had to learn how to be an idol and what it takes to be one. If you actually bothered to watch the series you would see how she transformed from someone who didn't know what she was doing to a competent leader thanks to her past experiences and friends (especially Eri) around her. She also cared about her friends by going out of her way to resume idol activities so she can give 3rd Years a proper sendoff.
