Big question mark. OPEC is only part of the story. The oil price started because non-OPEC Russia broke alliance with OPEC Saudi Arabia. OPEC wanted to cut and agreed internally to do so. Then Russia said nyet. Then Saudis retaliated by dropping the price as hard as possible. Russia is unlikely to agree to anything just yet. OPEC can cut if they want but Russia and Iraq are going to continue to crank out barrels and put them in storage for future.
Bailing out the American people won't suddenly put people back to work for their corporate overlords. We're still going to have a huge unemployment problem and a ton of businesses going under during this oncoming recession
